POSITION SUMMARY
Performs a variety of routine and complex public safety work related to the administration of the Alamogordo Police Department in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

PRIMARY DUTIES AND RESPONSIBILITIES
Essential Duties

Carries out duties in conformance with Federal, State, County, and City laws, City Ordinances and Department Rules and Regulations and maintains current knowledge of applicable laws and statutes, pending legislation and conducts research on new issues and their impact; Maintains contact with police supervisory personnel to coordinate investigation activities, provide mutual assistance during emergency situations and provide general information about Department activities; Coordinates activities with supervisors or other City departments, exchanges information with officers in other law enforcement agencies, and obtains advice from the City Attorney, Court Administrator, and Municipal Prosecutor's Office regarding cases, policies and procedures; Maintains contact with general public, court officials, and other City officials in the performance of police activities; Manages and supervises direct-report staff by coordinating, assigning, and reviewing work to ensure compliance with policies and procedures; Conducts employee evaluations, introductory and annual; makes recommendations for hiring, promoting, and releasing employees; Initiates and administers corrective action, as necessary, according to the Employee Manual; Establishes procedures to assure the highest standards of risk management, employee safety, and risk avoidance; Responsible for thoroughly investigating, reviewing, and addressing department or division accidents to prevent future occurrences and control risk management related costs; Mentors employees to full potential and ensures appropriate training is given to meet the standards of the position held; Maintains normal availability by radio or telephone for consultation on major emergencies or precedent; Prepares and maintains a variety of reports and records; Reviews, evaluates and develops programs, policies and procedures for various departmental operations; Assists in the preparation and administration of the department budget; Coordinates, schedules, supervises and directs the activities of assigned personnel, evaluates the work performance, reviews and takes actions on a variety of police related reports prepared and submitted by subordinate employees, oversees and conducts training, counsels employees on job performance and disciplinary matters; Establishes procedures to assure the highest standards of risk management, employee safety, and risk avoidance, analyzes and recommends improvements to equipment and facilities, as needed; Responsible for thoroughly investigating, reviewing, and addressing department or division accidents to prevent future occurrences and control risk management related costs; Oversees and may personally participate in investigating criminal law violations occurring within the jurisdiction of the department, by determining case priorities, obtaining evidence and compiling information regarding these crimes, preparing cases for filing of charges, testifying in court, and related activities; Interrogates suspects, witnesses and drivers, preserves evidence, arrests violators, investigates and renders assistance at scene of vehicular accidents, summons ambulances and other law enforcement vehicles, takes measurements and draws diagrams of scene, conducts follow-up investigations of crimes committed during assigned shift, seeks out and questions victim, witnesses and suspects, develops leads and tips, searches scene of crimes for clues, analyzes and evaluates evidence and arrests offenders; Prepares cases for giving testimony and testifies in court proceedings; Conducts all levels of crime prevention, including identifying crime locations and type, and executing crime prevention tactics and programs; Maintains current knowledge and training on firearms, radars, breathalyzers, and law enforcement ordinances and procedures; Maintains vehicles, weapons, equipment and the building, in a professional, functional, and presentable condition, performs minor department facility, vehicle, and equipment repairs; Reviews payroll, overtime, material and cash requisitions and other paperwork; Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety related training and skills; Interacts professionally and provides excellent customer service to all levels of City staff and citizens, to ensure high operational and service standards; and Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, andanyapplicableStateorFederalauthority.
OTHER IMPORTANT DUTIES
Schedules and conducts meetings; Completes background investigations on potential employees, as needed; Maintains departmental equipment, supplies and facilities; Perform public relations activities to include public speaking engagements; Serves as department liaison between local, state, federal and international police agencies; May participate in special assignments as designed by the Police Chief; Contribute to a high quality work culture through participation in training and mentoring to develop skills, including safety related training and skills; Interact professionally and provide excellent customer service to all levels of City staff and citizens, to ensure high operational and service standards; Perform duties according to City of Alamogordo Ordinances, City wide and Departmental Policies and Procedures, and any applicable laws regulated by an outside authority; Duties may be performed outside of normal working hours; Maintain the confidentiality of information obtained during performance of duties;and Performs such other duties as may be assigned.

Administrative Lieutenant Duties
Supervises school resource officers, DARE officers, training officers and station officers; Conducts formalized training for police officers and other department employees; Conducts recruiting activities for police officers and conducts the physical fitness testing for police officer candidates; Oversees the training files and assures information is correctly entered into the computer system and submitted to the law enforcement academy to meet biennium training requirements; Coordinates and monitors the school resource program, including coordinating with the various schools activities to include homecoming, prom, football games, graduation etc. evaluate and modify strategies and addressing problematic juvenile areas; Reviews various community relations programs through schools, the media, publications, and public appearances; Meets on a regular basis with school officials to assure the officers are completing their duties as a school resource officer and the needs of the school are mel as outlined by contract; Performs Internal Affairs investigations, investigates complaints from the general public regarding employees and takes action when necessary; May prepare grant applications; Assists with community relations projects including the implementation of programs that increase public awareness of police operations and procedures; and Provides safety and security services and related functions at various public and private schools as outlined in APD Rules and Regulations.
Investigations Lieutenant Duties
Supervises Detective Sergeant, Detectives, Evidence Technicians, NMSU-A Officer, Narcotics Sergeant and Agents; Plans, directs and coordinates the activities of the various functions under command, including criminal investigations, undercover operations, crime scenes, evidence handling, narcotics operations and major crime unit; Prepares and submits various criminal investigations and narcotics related reports; Serves on various boards and programs, including federal narcotics grants board; Assists in preparing detective and narcotics divisions' budget and monitors expenses; Serves in undercover capacities when necessary; Performs Internal Affairs investigations, investigates complaints from the general public regarding employees and takes action when necessary; Coordinates and executes high risk tactical search/arrest warrants
