Summary
Under the direction of the Logistics Manager, the Property Management Officer II is responsible for leading
the daily operations related to Government Property Management, customer service, processing of classified
material for destruction, calibration services and other tasks related to Logistics.
Scope
This position serves as a mid-level Custodial Property Officer Lead. The Property Officer is responsible for
providing an array of customer driven on demand services within a secure government facility.
Principal Job Duties& Responsibilities Include but are limited to:
--- Position requires the flexibility and performance of a multitude of Integrated Logistics Support functions
related to Property Management, Material Management, Transportation, Shipping/Receiving, Material
Handling and Warehousing
--- Exercises extensive technical knowledge of methods and processes used to provide Property Management
and logistics support to site customers
--- Reviews property-related data, such as equipment and material inventories, budgets, processes,
procedures and purchase requests as required
--- Coordinates with site management/staff to implement plans and recommendations
--- Prepares plans, procedures, schedules, and develops tools for property management and other Logistical
functions
--- Promptly and accurately maintains a Property Control System for all Government Property to ensure
highest audit rating is sustained at the Site
--- Monitors contract, Federal Acquisition Regulation and changes affecting Government property including
acquisition, accountability, identification, shipping, receiving, control, use, maintenance, storage and
disposition
--- Monitors program operations to maintain compliance with company and government regulations relating
to Government Property
--- Ensures Contract is in compliance with Federal, Contract and Corporate property requirements and is
prepared for annual property audits and customer reviews
--- Performs physical inventories of Government Property and prepare inventory and financial reports
Complete necessary documentation such as acquisition / procurement, shipping, property transfers and
reconcile detailed information, as required
--- Writes and maintains local Property Management procedures in accordance with applicable property
directives
--- Monitors Property Management and Logistics processes and look for areas where improvements can be
implemented
--- Understands customer requirements, provides technical guidance, direction and training to site personnel
relating to Property Management matters
--- Updates web pages, processes, and procedures when needed
--- Coordinates preparation for ISO and IG audit
--- Supports movement of Government property and courier material by operating light duty vehicles and
forklifts
--- Supports Special Project assignments from Management or Customer, as required
--- Performs other duties as directed by the Site Logistics Manager

Basic Job Requirements

--- A combination of education and directly related experience equal to three (3) years; some locations may have additional or different qualifications in order to comply with local requirements
--- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
--- Job related technical knowledge necessary to complete the job
--- Ability to attend to detail and work in a time-conscious and time-effective manner

Other Job Requirements

--- Must have active (or ability to obtain and maintain) TS/SCI with CI Poly clearance
--- Ability to obtain and maintain forklift operator certification
--- Reach with hands and arms, extending arms forward and above the head
--- Climb ladders and stairs, and perform work at heights
--- Lift and carry 35 pounds of material

Physical Demands: Performance of work may require sorting and movement of items up to 35 pounds and
may require extended walking and standing. Performs light to moderate lifting when moving material by
hand or hand-truck. May be required to operate a variety of forklifts trucks to move, load and unload
material. Position requires the basic skills and physical ability necessary to perform assigned job functions.
Employee is required to stand, walk, sit, squat, stoop, bend, climb, lift and pull. Employee is required to use
hands and fingers to finger, handle, feel and grip material and tools. Employee is required to reach with
hands and arms, extending arms forward and above the head.

Work Environment: Generally favorable indoor office workspace, and/or limited exposure to adverse
weather conditions. Will be required to use personal protective equipment such as gloves, safety shoes,
protective eyewear, safety vests, hardhat, and/or ear protection.

Preferred Qualifications

--- High School Diploma or equivalent appropriate General Certificates of Secondary Education or global
equivalent, however four (4) year accredited degree or global equivalent preferred
--- Ability to communicate fluently in English (read, write, and speak)
--- Experience should be primarily in the area of property management
--- Ability to work in a team environment
--- Good interpersonal and communication skills
--- Good computer and software skills to include the use of word processing, e-mail, spreadsheets, and
electronic presentation programs
--- Designation as a Certified Professional Property Administrator (CPPA) through National Property
Management Association (NPMA) is desired
--- A thorough knowledge of company policies and procedures and Federal Acquisition Regulations (FAR) for
Government Property and the Federal Supply Classification System is required
