Job Description:

Responsible for coordinating outreach activities, assisting with
the development and evaluation of outreach activities, and
coordinating community resource center activities for the Outreach
and Education Division in support of the Colonias Initiative, Youth
Initiative, Local DWI Program, and the HHS action plan.
Outreach Programming
Promotes the development and maintenance of outreach programming to
rural areas and community resource centers
Facilitates/coordinates meetings or focus groups to gather feedback
on program activities and identifies priorities
Serves as an advocate for families to promote navigating the
healthcare and social services system or to increase access to
services
Serves as a liaison with the community for the exchange of
information to assist with department planning
Assists with coordinating grant-related programs and community
resource center activities
Networks and collaborates with existing community providers to
leverage resources and avoid duplication of services
Maintains current knowledge of activities, community trends and/or
emerging contextual issues as they may affect assigned operation
areas
Supports the planning and coordination of education and
recreational activities or events for youth and families in a fun,
healthy, and inviting environment at the Community Resource
Centers
Responsible for recruiting youth to participate in the Youth
Initiative and community leaders in the Colonias Initiative.
Program Development and Evaluation
Provide ongoing monitoring and evaluation of outreach programs
Utilizes a capacity building process with consumers and community
members to identify needs of the rural communities
Assist in the research and development of new and innovative
curriculum and instructional methods
Researches and stays abreast of Bi-national trends health and
social status indicators
Identifies training needs arising from local or national trends
Communication
Meets with Community Outreach Coordinator and program staff on a
regular basis.
Represents the department and assigned programs at meetings or
conferences as requested by the division manager
Assists with the development of media messages and campaigns as
appropriate.
Promotes and disseminates information and visibility for division
and department activities to increase participation through
information exchange with local service providers, community
projects/programs, school districts and governmental agencies
Develops and maintains cooperative working relationships with
agencies and organizations interested in offering services in Do--a
Ana County colonias and/or community resource centers
Facilitates the prompt and accurate submission of information
reports or data as required by funding agencies and division
manager.
Compose correspondence, reports, spreadsheets, requisitions and
other documents
ADDITIONAL DUTIES. Performs other duties as assigned.
Education. Bachelors Degree in Social Services, Public or Community
Health, Family and Consumer Science, Education, or related field is
required.
Experience. Two years full-time experience in outreach and
community mobilization activities, program planning, program
administration, or community organizing. Bilingual
(English/Spanish) is required.
Education/Experience substitution. In accordance with County
policy.
Licenses/Certifications. Must have or be able to acquire a valid
Driver's license.
Other (e.g., post-offer medical exam, polygraph, background check,
driver's license record, etc.). Must pass background check and
maintain a current driver's license.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:
Must have knowledge of: Do--a Ana County colonias, villages and
overall population and community resources and networks, Activities
related to the development of youth programming; Principles and
techniques of program management, community education principles,
and Grant evaluation; Organizational and consensus building skills;
Applicable federal, state, and local laws, regulations, policies
and procedures, current literature, trends, regulations and
developments.
Must have skill in: Operate general office and computer equipment
and using software including Microsoft office Suite (Word, Excel,
Access); Maintain accurate records; Develop spreadsheets; Develop
collaborative partnerships; Maintain confidentiality; Understand
demographics of families and children; Focus group facilitation;
Promote and organize meeting, outreach activities and coordinate
community groups; Establish and maintain effective and cooperative
working relationships with others.
Must have ability to: Communicate orally and in writing; interpret,
organize, coordinate and execute assignments, projects and
programs; Communicate in English and Spanish.
